Summary of Opportunity
Five Counties: $582 million
The five County Utility Authorities (CUAs) in the The Mississippi Gulf Coast Region intend to advertise for entities desiring to participate in the construction of $582 million in water and sewer infrastructure projects in five counties (Hancock, Harrison, Jackson, Pearl River, Stone) in south Mississippi to address the needs of areas impacted by Hurricane Katrina. These construction projects are identified in the Water and Wastewater Plan which can be viewed at www.msGulfRegionPlan.org.
CUAs: Resiliency, Redundancy, Interconnectivity
In April 2006, the State of Mississippi passed the Mississippi Gulf Coast Region Utility Act to create CUAs to oversee and manage the development of water, wastewater, and stormwater infrastructure. These projects will provide for recovery and growth with resiliency, redundancy, and interconnectivity to deliver new development and economic recovery in growth corridors, while mitigating future costs by locating infrastructure in less vulnerable areas.
Bid Proposals: Authority and Oversight
In fall 2008, five CUAs will advertise for and accept bids for projects to begin construction by January of 2009 with completion and closeout targeted in 2010. These opportunities will be advertised in local newspapers, and notice will also be provided through the Mississippi Contract Procurement Center (www.mscpc.com) and the Daily Journal of Commerce (www.djcgulfcoast.com). CUAs will oversee implementation of infrastructure development within their area of jurisdiction including bid, award, administration, construction review, closeout of construction, and acceptance for ongoing operation and maintenance.
